0 for bots, the most direct way to do it in-game (That I used originally) is to type in the main menu console:
\set scr_allow_testclients 1
and then
\set scr_testclients 20
and then
\devmap mp_[whatever map you want]
or, you could set those lines up in your shortcut. Mine looks like:
"C:\Program Files\Activision\Call of Duty 4 - Modern Warfare\iw3mp.exe" + set fs_game mods/=open_warfare2-v1.4= + set sv_punkbuster 0 + set scr_allow_testclients 1 + set scr_testclients 20

0 I had the same problem when using /svr_pezbots {number} but figured out i was using the wrong slash key. so try using the "\" key instead of the "/" key

1 me gusto mucho el mod porque la forma deponer los bots era muy distinta ya que tenias que poner \ set scr_allow_testclients y el numero de bots que tu quieres
